dust shields / back plates? What are they?!

As per the title, what are dust shields/ back plates?
The rear back plates on my car were replaced by a garage in relation to an insurance claim. However, when I received my car back the locking nut key was mullered. When I raised this with the insurance company they said the garage concerned straightened the back plates on a ramp and did not take off the wheels thus they are not responsible for the locking key.
I didn't think you could carry out this repair without taking the wheels off, but I'm not entirely sure what this part is though. The insurance company keep using dust shields/ backing plates interchangeably?!

They are basically a little steel plate which partially encloses the brake disc to reduce the chance of any road debris getting in between the disc and the pad.
Given that most modern wheels are offset so that they completely cover the disc (again I think to protect from debris a bit) I'd be surprised if they went to the hassle of trying to fix it without what should have been the trivial issue of removing the road wheel.

These are the plates that are behind the brake disks that keep the weather off the disks.
You don't say what repairs were done to your car but I would be concerned that these plates would need straightening without other damage repair being done without the need to remove the wheels.
Was this accident damage that needed repair and was it front or rear?

Sounds like blag. I can't see how you could easily get to the back plates for repair or replacement without removing the wheels.
Ok, it is possible, but you wouldn't bother trying to make your life difficult by not removing the wheels?
My tenner says they mullered the key for you. Probably young garage monkeys with a penchant for being gung-ho with the air wrench.

haha yes the thieves, kindly, left all the bolts next to where each wheel was.
The car is a 1 series m sport - apparantly with m sport cars, there is so little give in the suspension that they were able to place bricks under the car and release air from the wheels which then suspends them from the ground. The thieves had the locking key as there were no marks to the locking nuts left by the vehicle.
The car was lifted by a crane and taken to the said garage. New wheels were replaced and the car returned to me. It was after the vehicle was returned to me that I heard a grinding noise which was due tot he backing plates being bent.
Because the wheels were stolen I spent more money on an additional set of locking nuts.
I know the garage took of the wheels because when i spoke to them regarding the work they did the engineer commented on the 3 sets of locking nuts i had on the car and that it made his life difficult! He clearly didn't use the right key and ended up mullering it with an air wrench.
