Congestion charge and tax (i don't get it)

I know we've been over the company car tax or claim mileage arguement a few times but just to cloud it further here goes.
I do a lot of company miles in central london now I currently run a company car and fuel card and pay tax on the privilage, however this will all change soon (when the lease expires) and I should move over to an allowance and mileage claim as it will be more tax efficient. The question is if I can claim say 25p per mile tax free for using my car and no more without being taxed as a benifit but I'm driving in an area with a congestion charge of upto 45p per mile (as quoted in the paper at the weekend) what happens to the difference ??? can I claim a higher mileage rate because there london miles or do I just get shagged by the tax man again, or may be a seperate expenses claim ??? Has this even been thought about or am I being thick ??
