John Sandford - Lucas Davenport novels - Kindle availability

Is there anyone out there who can explain this frustrating scenario.
I recently bought the first of the Lucas Davenport series of novels on my Kindle - it was originally published in 1989, but only became available on Kindle last week.
It's a very enjoyable book,not quite Harry Bosch, but close. I was delighted to find there are over 20 books in the series.
However, the second book in the series Shadow Prey, which was published in 1990, won't be available on Kindle until the middle of 2019.
The later books, from around 2003, are already available on Kindle.
I know that I can buy the physical books and it's not the end of the world, but I really don't understand why.
