Help Recalling Two Children's Books

The missus and I were talking about books we had as kids (so mid-late 80's) and there were two that I remember the pictures in them but not their titles.
The first one, which I'm assuming will be easy to identify, was a cartoon about some skeletons and their dog wandering the town at night. I remember that the opening lines were something like "In the dark dark town along a dark dark road..." I'm fairly sure there was a children's cartoon about it as well, perhaps in the 90's though.
The second book I recall even less about, only that it involved a rain cloud that wanted to rain but kept holding it in as it could see people below and didn't want to get them wet. I think it finally went out to sea to relieve itself. Other than some (to my fuzzy mind) nice painted pictures inside that's all I recall from that one.

Funnybones, read that as a kid too. There was indeed a cartoon as you remember!Not that one I'm afraid, although the story appears to be the same. I used that as some inspiration to Google various terms without any luck. If memory serves the pictures in the book were nice paintings rather than a cartoon, I recall the cloud getting bigger and darker as the story went on, but other than that I know nothing. I'd probably have to see some of the pictures to remember it, I doubt a title would be enough.
