Can anyone recommend one that can run off a battery pack??

I have to do some camping in a tent and know I will be cold, always have been before and regular use an under matress heater in my caravan but that is 240v which I won't have access to

You'll need a sizeable battery - can you carry that or are you car camping?

Hot water bottle! You'll have a gas ring, a kettle, and water anyway... no brainer.

I will have access to power in the day to recharge a battery, planning to either use large Anker USB battery I have or Makita 5ah batteries with a USB top on

Do you just need a better sleeping bag? Your body creates all the heat you need (indeed more than enough); you just need to stop that heat from being lost outside of the bag.

Possibly, will have a look into it but generally a cold person

On thinking about it my Mrs has a heated throw thing, so I'm going to get a battery top inverter n see what the run time is like from it and get a decent sleeping bag

Got the Mrs a Stoov heated cushion. She loves it, uses it all the time, even used it the last couple of days with the cooler weather! She also takes it camping and keeps it on low which keeps her warmer through the night

Heat loss through the ground is one reason why you feel cold.

Either invest in a quality SIM with a high R rating (4 and above for winter), or buy a couple of cheap interlocking foam mats with a foiled back picnic blanket on top.

Edit to add: useful article on how to keep warm.

I've got poor circulation since a mild heart attack so now feel the cold a lot more than I used to.

This top tip is indeed a great one. One or two hot water bottles keep me toasty warm inside a decent sleeping bag, along with a bed raised off the ground.
