Caravans on a traffic roundabout

These are almost certainly NOT travellers. They have French reg plates, and they're actually very decent/clean caravans.
They're on a large roundabout in Redditch, just off the A435. Why though? The roundabout is in constant use throughout the day, although I concede it's probably a nice and quiet location at night. You're unlikely to be bothered by anyone outside of your party to be fair.
And are you allowed to pitch-up with a caravan and just stay where you like? I thought I'd heard, after the expansion of caravanning in the UK in the 1950s, that precisely this was illegal.
Also, are you allowed onto roundabouts? I don't know why you shouldn't be I suppose, other than getting on and off could interfere with traffic flow, but as you so rarely ever see anyone on a roundabout, I just wondered whether they were off limits.

I live near Harlow and there's a group who have continued to pitch up between two roundabouts and busy main roads where there's been patches of grass for the last few months. They head off to the local petrol station to supply themselves with water but the petrol station owner is too scared to tell them to hoof it. They also have brand new caravans and brand new Transits, 5ers, Porsche's etc. I wonder why?!?!?! :angry:
And yes - it is illegal to wild-camp anywhere in England & Wales.

I have to be honest, they don't appear to be bothering anyone, and their encampment is all new/clean with decent cars etc. I'm quite jealous of their caravans too, especially the melon-coloured one which looks quite lovely.
Someone on FB (where I also posted this) suggested I look out for a French market, circus or monster truck event. They do host those sorts of things not a 2-min drive from where these "le chaps" have camped but I haven't seen any of the usual advertising on my way home... yet.
