CPC exemptions?

I'm looking at starting a new "retirement" job. Driving and running a rural mobile library. Looking at the government site, I can't work out whether I definitely need a CPC for this.
My current licence has C1 entitlement ( I'm an old bugger) and I've plenty of experience driving 7.5 tonners, but not professionally since before the need for a CPC so I've never had one.
The library is 7.2 tonne coach-built one-off on a Cargo chassis.
The job entails stocking the library, driving to various rural villages, parking up and acting as the librarian, handing out books, setting up the satellite internet and advising/supervising it's use.
Driving would be less than 30% of the job (on most days) and all within 62 miles from the base.
Advice please from anyone who knows and if anyone has done this themselves, it would be interesting to hear from you.

No mention from this employer other than C1 licence. Some similar jobs ask for one, others say desirable.
Also no mention of a digicard ( which I have already)

Exemptions from needing Driver CPC
You do not need Driver CPC if you’re using the vehicle for:

non-commercial carriage of passengers or goods
carrying material or equipment you use for your job, as long as driving is less than 30% of your rolling monthly work


I say you are CPC exempt

I do too, but the weasels at the DVSA refuse to issue any guidance, leaving people afraid of prosecution.

In simple terms, if you job is driving you need it. If you drive in order to do your job then you do not.

In this case, if you are a driver only then you will. If you drive the library to a location in order to allow you to work as a library assistant then you will not.
