Duty time when on tacho

I'm back driving for a short (I hope!) period of time and am rusty on duty hours. Driving, breaks, weekly and two-weekly totals I'm fine with, just the duty I need some clarity on.
11 hours is the maximum or 10 if a shift starts between midnight and 4:30(?) am. How can a driver do a 15 hour shift which I know is or was(?) possible. One hour duty when on a maximum of 10 seems sod all when loading and tipping which can easily be an hour each.
I've gone through the VOSA book but it doesn't make it very clear. Any simple explanations appreciated!

Thanks for the link - I didn't manage to find that.
I've not, nor will I be studying for my drivers CPC - it's not worth the expense for something I only do occasionally. I'm usually an office dweller in the transport game, driving I do between permanent roles. Obviously it'll be van only from September for me.

I'm confused.. The 15 hour shift comes from the 9 hour daily rest period, so in 24 hours you can only work 15 because the other 9 you are sleeping.. (3 times a week, the other days you need 11 hours rest so you can only work 13)
You can make your 15 out of anything you want, driving/resting/poa/other work within the rules, so you could do 7 hours driving an hour resting and 7 hours poa on a stty loading bay at Tescos picking your nose if you want

Are these working time directive rules? 11hrs sounds like the longest working day under the WTD to me, if you are, in fact, talking about working and not resting (where 11hrs is also relevant under tachograph rules.
They are UK domestic rules - no tacho neededEU driving comes under RTD
