18 tonne hire London/South West

Does anyone know of any companies that will hire an 18 tonne box with a tail lift to a 21-year old with a category C licence (class 2)? Based on the west side of London.

i doubt it it's hard enough to rent a 7.5 tonner without an account and an o licence.

An account and an O-licence can easily be organised.

Salford seem to do it. But can't find anything closer.
