I had this on a cheap screwfix torque wrench, it's not broken but it's likely to have lost calibration. The nut can actually spin on the black threaded part and you can lose the position of the adjuster.
If you use it for any serious work then I would try and home calibrate it with scales.

This. I have a few micrometer style torque wrenches of various (non premium) brands and the knurled knob needs to be checked fairly frequently when adjusting as it drags in the adjuster and tightens up a little.Gassing Station | Home Mechanics | Top of Page | What's New | My Stuff
