1998 citroen saxo 1.5 egr valve

hi first post here I haven't properly introduced myself yet.. anyway i'm looking at buying a wee saxo to get me back and forth to work but what is worrying me is the fact the owner is saying the egr valve needs cleaned, i know you can blank them just not sure if you can blank them on these cars though, is it a big and expense job to do? should i just walk away from the car? Could I do it myself on the drive or is it a mechanics sort of job? the car looks like it in mint condition and has a full years ticket on it i just dont want to be landing myself in a money pit.. He told me when driving it not to go over 2500rpm is there anything else that cause the same symptoms as dirty EGR?
