Hi. Welcome to Pistonheads.

You never drive in fifth because you only do short journeys? Weird.

You rest your foot on the clutch while driving? Weird.

Sounds like you have a drivetrain issue. It may be the clutch, it may be the gearbox. You should take it into a decent garage for investigation. In my experience, the internet rarely fixes these things.

Gear choice shouldn't be dependant on speed, it should be rev dependant. Some cars suggest moving up a gear at anything from 1500rpm for better fuel economy.

If you can't engage any gears even with the engine stopped than the problem has nothing to do with the clutch.

Sorry for the previous unhelpful comments
With a 5 speed gearbox most engines are happy at 30mph in fourth very very few can hold 5th at that speed, you usually need a minimum of 40mph some prefer 50 or more
So you were fine not engaging 5th around town
Resting foot on clutch is a no no, you'll burn it out as it will slip even if you can't feel it.
As for you can't fix a car on the Internet one wonders whey the poster of this reply visits this forum?
Much good advise the problem is digging out the good from the bad
