Sinnis eagle derestriction

Hello sorry if I've posted in the wrong part of the forum, I have a sinnis eagle 50cc 2010 plate, I have no idea on how to remove the restriction it has no washer near the variator, what else can I try??? Also does anybody have any clue what the green wire is that goes into the top of a gold pin on top of my carburetor???
