Under car rust treatment

For a few years now I've been driving reasonably new cars and not doing anything to them myself, but I did my fare share of home mechanics on the sheds I had as a youth.
I recently bought an old Terrano 4x4 (2002 2.7 TDI)which seems in decent nick. I've just been under it and I can see some surface rust in a few places on the chassis, and the finish has come off the back diff casing and a few things like that. The side step supports are the worst for rust - looks like they didn't put a very good finish on them as all the Terranos I looked at were pretty rusty there!
I intend to brush it down where it looks like it needs it with a wire brush and then paint something over it.
Is this the right thing to do?
What do you recommend?
I'm just after ensuring longevity when I drive it this winter - not after making it pretty (Pretty isn't on the agenda with a Terrano!).
