I am doing valve stem seal replacement on my toyota 3sge engine. I needed tools to compress the spring then put collets in retainer, while the cylinder head is on the engine with rope trick. (rope down the spark plug and turn the crank to push the piston up to hold rope to push the valves up)

It is quite challanging to put collet on engine that are tilted backward, with valve angled down even more.

Is there an such tools do this job?

I may have a idea... can i use zip tie to compress spring? but it may snap and spring back and throw the collet anywhere.

Don't use cable ties on valve spring they are likely to100lbs or more
There are tools but you must check that valves hit piston at top dead center or the valve will disappear into the bore

Remove the spark plug and feed some electrical flex into the plug hole. Then bring that cylinder up to TDC. This compresses the flex and holds the valves in place....
