So, before I tackle my next job, I intended to soak rusted bolts over a period of time.

Any recommendations? Does brake fluid do the same thing?

The tightwad recommendation is ATF and diesel mix. Brake fluid isn't the kind of stuff you want to apply to any part of your car which is coated.
Plusgas is supposedly the best aerosol penetrating fluid but I've never used it.

I'd go with PlusGas although WD40 now do a specific release penetrant

I use plus gas, much better than standard WD40 but I've not tried the one linked above.

If you've not planned ahead and soaked for a few days you might want to try Rust Flash.

Worked a treat for me on some siezed seat belt bolts.


La Co rust buster might also be worth a try ?
