2003 Honda Civic Steering Lock MOT

Hi

Ive heard that they have changed the MOT this year and if your car had a steering lock from standard it must work. Mine never has when ive owned the car. Is this easy to fix, I take it has just seized as its never engaged.

Does anyone have any experience of how the system works etc.
