A fishing boat is in the harbour. Over the side of the boat hangs a rope ladder, the bottom of which is just touching the water. Rungs of the ladder are a foot apart, the first one being a foot above the water, and the tide rises at 8 inches per hour. After six hours, how many rungs are covered.

Of course it's floating, it's on the water, with the bottom of the ladder just touching the water. The fact that it's floating is what I hoped would be overlooked.

If we overlook the fact it's floating - ie it is sunk - then the answers you quote gain validity...

Ah but the original post just says it's in the harbour. It could be holed and partially sunk in which case the tide will gradually cover the ladder (and the bag of kittens).

It isn't necessarily floating just cause the ladder is touching the water. If the boat had a waterline 3 metres up from the keel and it was wedged into the mud, then the water could be at, say 1 metre with a rope ladder touching the water and the boat wouldn't be floating at that point, and it still wouldn't after a 1.9 metre rise.
