Energizer recycled batteries - 4%

Not sure if there's a thread on this, couldn't find anything.
Just seen these batteries advertised on the TV and then across the bottom it said there was only 4% of recycled parts but they're aiming for a 10-fold improvement by 2025.
From seeing the packaging in the supermarket the other day I'm surprised they're only 4% recycled parts, the way they're packaged I would've expected a higher %. Still, a step in the right direction?
