The first stage of the Long March-3A rocket came down at the village of Gaopingsi, Daoping Town, Fuquan City, Guizhou Province in China. Estimates are that it fell from over 30 miles up

Should dump debris into the sea in a near future.

I thought that. As it is probably a common occurrence is the first stage fitted with some kind of parachute system to break it's fall (and not the locals)?

No.

As far as I know, no one has yet fitted a parachute system to a space launcher first stage yet - although NASA did conduct such tests in the 1960s.

The locals will be able to make some nice shacks and sheds out of it. Probably a fair swap for the odd flattened villager.
