I have seen a been told a fair bit about this supposed quantum field but cant seem to be able to describe it. Does anyone on here have an understanding or definition for a lay person such as myself?

I recall that it allows the passage of information between to items - say 2 electrons from the same atom - regardless of the distance involved. If you place 2 items, one at each end of the universe, and manipulate one, the other will react despite the huge distance between them.

Am I close to it?

Sounds like an attempt to explain quantum entanglement from your description and the assumption it could be used to transfer information from on location to another. i.e. you change one of the entangled particles and use the other end to 'read' the change.

IIRC this is not possible as any manipulation breaks the entanglement but I may have got that totally wrong!
