TVR and euronorm in Belgium Brussels

Brussels announced in June 2016 that the city will become a "zero emission zone" in 2018.
According to newspapers, Euro 1 engine (from 1993) will be banned in Brussels in 2019 not only for diesel car but even for petrol.
Do you see a solution to by pass this issue ?
On my paper, there is no information regarding 'euronorm'.
Is a TVR Griffith first registration in UK 03/03/2001 considered in Belgium as Euro 3 , resp first registration 02/01/1996 as Euro 2 ?
In this case the car can be used until 2025 (euro 3) or 2020 (euro 2) and not 2018 or 2019.

Seems that there will be scanners to check the license plates, makes me wonder if that will work for foreign license plates as well.
The homologation service in Brussels confirms the following (in French, sorry). Question : Who can deliver such emission norm for TVR ?
