Best to shop around in the UK. I've recently had two Garrets recored for under five hundred UK pounds for the pair. These were off cars recently purchased with known problems. The petrol turbos on my family's cars never give problems and I do not expect any provided the oil and maintenance is of the necessary standards.
Turbochargers will last far longer if the oil is changed more frequently than even their manufacturers recommend and good oil product is used. Oil plays a part in cooling the unit too. If the turbine is seized chances are as a result of a poor oil maintenance programme.
