£3000
Milage is key with a scooby, It's worth more but Sadly I'd have to agree that's about it really. .If your were talking a ltd edition 22B or P1 different story. Lots of immaculate Scoobs 2005/6 are being scrapped for parts as worth much more than book price.

I have a far-from-mint (but in vgc) MY2000 Turbo in blue with 70K on the clock and could have sold it several times over at £2500 last month. Low mileage ones seem to fetch around £4-5K based on the few that appear on forums etc. that I have seen, so I would say 3K is a little low (a good classic is now very hard to find due to aforementioned breaking, and people seem to like them more than the later shapes). That's assuming the one you have seen is a Turbo of course.
I would imagine if it is mint then you could probably find someone who would be happy to pay a little more than 3k but your friend would need to wait for the right buyer. I know someone currently looking for a good classic and his budget is in the region of 2-3 and that would get you easily into a good condition classic WRX with reasonable miles.
As a comparison a 2006 hawkeye WRX with 40-50k can be had for 5-6 grand with a bit of haggling so a classic for 4-5k needs an enthusiast buyer looking to re-live previous classic ownership as it will probably struggle to fetch that kind of money with a main stream buyer, if that makes any sence??!
I can pass the details onto my mate if he is keen to sell, just let me know;-)
