Pitch invaders to be banned from the club

Are they really saying that 25% of the entire ground or however many get on the pitch at the end of the season are all going to get banned?

I get it if you're one idiot who runs on naked or whatever, but trying to ban thousands of them seems impossible?

Yet when it happens in the lower leagues vs. an EPL club it's 'the magic of the FA Cup'.

Same in European games with pyros, foreign clubs doing it and it's magical and enhancing the atmosphere, when it's done by an English club it's dangerous and the perps need banning.
