Cup Final - Ticket Agency Question

Just wondering , if it's supposedly illegal to sell Football tickets above face value, then why are there several agencies online selling tickets for the cup final for £400 or so ?
They probably include some sort of an "extra" - a bit of travel or a sandwich somewhere. Tickets at face value and the extra at an inflated price.Just because it's illegal doesn't mean people won't do it. Ticketing is a bit of a shambles with bots buying up masses of tickets for football and concerts then selling on at inflated prices.
At Stamford Bridge there are loads of signs in the Fulham Road "No Touting" and the touts stand in front of them. There are plenty of police who just turn a blind eye.

This. I can't get over the sheer number of touts at games. Very often trading right in front of police. If you go often enough you get to know who they are and where their "areas" are - I've seen the odd argument when a new face turns up or someone strays in to someone elses area. I don't understand why it's not clamped down on.At Stamford Bridge there are loads of signs in the Fulham Road "No Touting" and the touts stand in front of them. Slightly O/T but the other side of touting. Several years ago i had a driving job to take a chap to the Majeski Stadium. 'Wait and return'
Found out it was an Elton John Concert... Lulu was the warm up.
So standing outside the car, a chap walked past me and asked it i wanted a ticket. told him i had no cash ..honest.... and he said he would take a fiver. re iterated the no cash, so he just gave it to me. a 40.00 ticket
Wandered up to the entrance and checked it it was genuine, the gateman looked at it and kept it, and then handeded me a dearer ticket that had been returned!!!! Result.
Got better, tried to get out to get my water and was refused, despite my protestations that they could see my car ( VIP parking ticket)
The head honcho came down and still refused me to go, then gave me a fiver to buy some water inside!!!
first time to see him live and he was brilliant.
Back to the car, client returned and i also got a 20.00 tip for the evenings work.
So got paid 56.00 for the evening ( 2hrs driving 5 hours waiting!!)
Saw Elton for free in a good seat
Had my water bought for me
Nice tip
Things like that dont happen much
