Its the lowest common denominator sport.
Our lowest are scummy rabble.
Until Britain frees itself from chavs, English football will always have an element of hooliganism - thankfully a smaller element now (in part because the real rum ones can't afford to go / are so pissing lazy they just stay in drinking warm Stella).

Certain games will always bring out hooligan elements.
Millwall v West Ham, Celtic v Rangers, for example there will ALWAYS be a chance of something happening, as well as other fixtures where teams haven't played each other for years and have well known hooligan reputations, such as the Spurs v Millwall game.
Thankfully it is nowhere near as bad as it used to be.
