It's made very little difference all told, with pretty much just the 94/95 Blackburn Rovers title changing hands and going to Manchester Utd on superior goal difference IF it were totted up under the 2 points per win 'old' system. It might have made a difference a few times deciding lower league titles, and if applied retrospectively, older results would be altered too.
It was introduced to encourage teams to go after a win, and thereby produce more goals, and more action. The thinking at the time was that by widening the gap between the points available for a win (then 2) and a draw (1, just as it is now), teams and their managers would be more inclined to take a risk in order to break a deadlock and nab those extra points.
