Why do the English media always talk about not having a winter break and the England team being worn out when it comes to the summer tournaments?

Surely most of the top European leagues play a similar number of league/cup/European games, so why would having a 2 week break over Xmas do anything? Surely you'd just have to play even more games in a shorter period of time after the winter break.
