Depends! All City need to do is find some consistency and they easily have the talent and depth to win it. I know they have some individuals, but it is mainly just Balotelli and Tevez who cause most of the trouble and I'm not sure they even need them any more!As for Utd, well if they get Sneijder then I'd say they're stronger than last year, if not then they're weaker (despite the acquisition of Jones, De Gea and Young). But we all know they have the experience and determination to win games no matter what.
Chelsea could go either way. If they get some confidence they could be mighty strong. If they take a while to adapt to a new manager, new playing style and lose confidence they could easily end up third or fourth.
Arsenal are a bit unknown as we don't yet know whether they are definitely losing Cesc and Nasri, or who they'll buy in. I'd say they'll be looking at fourth at best.

I have a feeling that Tevez and Balotelli will be the main drivers behind why City will falter. They have an immense team in terms of taleneted individuals, but seem to lack that togetherness that is needed as a team. I think United showed the difference between a bunch of talented individuals and a team. 2 - 0 down and you came back to win sheer guts and determination.
