At the moment only 4 of 147 have been implemented, Madrid, Barcelona, Seville and Zaragoza.
It will eventually apply to cities with populations of more than 50,000 inhabitants. But its the historic centre of Malaga, rather than the Costa del Sol.
Simply best to park up outside the zone and use public transport for access. I can find no mention about tourist vehicles, but doubt they would be excepted.
For now, its not something to get too worked up about.

Thanks. I was wondering how they seperated the eco sheep from the goats. In the UK its done via the DVLA but I doubt the spanish system will access that. So my question is more about how do I get a pass? I got one a couple of years back for France using their really efficient computer system.
I am fairly certain that the standard is Euro 4 for petrol and Euro 6 for Diesel.
I also doubt that the Spanish system is as advanced as the French system. I have read that cameras read a pass in the windscreen, so I do not understand how foreign cars fit into that system. Why not just read the number plate and look up on a database.

Maybe I'll get something nasty through the post eventually...... I did have the required big UK sticker as well as the registration plates, so I guess I made it easy for them to find me.

There is no access to your address.
Apparently Barcelona is the only municipality accepting registration of foreign vehicles so far. You can try registering here:-
