Memory Loss + Benefits

Our adult son, (35), is suffering from short-term memory loss and intermittent panic attacks, (seem to be decreasing in frequency). Has had MRI Brain Scan and ECG both of which are clear. Is also being treated for high blood pressure, 9and it's now pretty normal). Is waiting for an EEG and has seen a Consultant Neurologist who could offer no diagnosis - no suprise - but has put him down for Neuro Psycholetry. None of this is ideal as he lives alone in London and we live in Lincs. We strongly suspect that it's going to be a long haul.
Reason for posting is that our son has now exhausted his Company's full-pay sick-leave period and is now on Statutory Sick pay, (SSP). This leaves him with a £600+pcm shortly merely to pay the rent on his flat..............and he needs to maintain somewhere to live in London to, hopefully, return to work. His savings are <£3k, (yes, I know).
Last week he had a 30 min telephone interview with Jobcentre Plus re possible benefits. They sent him a form listing his answers to the questions, (about 30% incorrectly noted), and suggested he take the form to his local Jobcentre Plus if any queries. Form is for him to apply for Income Support, Housing Benefit and Council Tax Benefit. I went with him to Jobcentre Plus and the nice lady on reception looked at the form, asked if he was still on SSP, (he is, it's only just started), then told him he certainly didn't qualify for Income Support as he is still on SSP. She said this was typical mis-information from the idiots in Jobcentre Plus Glasgow centre ! He might get Housing and Council Tax benefits but that will need the completion of a 30 page form from his Local Authority, (Hackney), once he's been formally turned down for Income Support. Aaaaaaaarrrrgggghhhhh !
We can, and will, support him as far as possible but we don't have bottomless reserves of cash.
Does anyone out there have any knowledge re possible benefits etc that he may qualify for as no-one in the family has ever been in this position before.

I hear surestart has a dedicated benefit advisor too, not sure you can just walk in.
Have you not tried any charity relating to memory loss, we don't claim any benefits but the charity that deals with us has a benefit advisor.
ETA the council pay housing benefit & council tax benefit not the job centre, you need to apply in your housing office.
