As I am not a member of a gym and work out at home, could something like this be used for cable rows, lat pull downs etc?

Bit expensive though - why not just get a set of fitness bands?

To do seated rows you'd be in exactly the same position: sitting on the floor, legs in front of you (knees slightly bent) and with the band around your feet.

I wouldnt want to use bands for anything, the resistance wont be consistant.

For anyone that uses bands, how much resistance can you realistically set up using bands then?

O.P, i wouldnt consider what you`ve linked, 90lbs is just over 40kg, and thats not very much for rows.

A cheap barbell set, if you havnt already got one would be a better option.

i am getting some that go up to 250lbs of resistance.
