Why not pay teenage girls to have a contraceptive implant?

Just flicked onto Jeremy Kyle, and as usual, within 30 seconds my blood was boiling with indignant rage.
Anyway, it got me thinking, what can we do about all these pikeys spewing out babies left right and centre?
Clearly, reforming benefits etc is not going to happen under any political party's governance. Education doesn't seem to be working either.
So why not offer a lump sum, I dunno, maybe a few hundred quid to all those who choose to have an implant at 15?
I realise that the % of women having kids at this age is small, so the cost would be high to implement this scheme.
There must be a way of targetting this incentive scheme, even if it was just initially offered to those whose parents receive benefits or those on school meal lists in order to test its efficacy.
Prevention is better than cure after all.
So, wise sages, what are the flaws or unintended consequences of my system?

If Teenage girls see having babies on the state as a lifestyle option then they will continue to do that. Meantime, girls that never intended to start a family at 15 will take the implant and cost you your few hundred quid, thus you end up paying twice.
Also, given that some girls are 14 or 15 when the conceive, how young would a teenager be to qualify ? Can you imagine the reaction if 14 year old girls are sexualised in this way ?

Yes why should I a tax paying person with a job pay for some free-loader who can't keep their legs closed to have an implant?This would just encourage them to have unprotected sex 'coz I can't get preggers aint it!'. How about contraception for everyone on teh dole.
They aren't contributing to society, so why let them bring another mouth to feed in to this world.
And on that note, why don't we give vouchers for food instead of money. If folk on the dole want to drink and smoke they can get a bloody job.

It would fail under discrimination laws as it only applied to females.
You also have to look at the benefits for expectant mothers they include:
Housing benefit
Council tax benefit
£190 Health pregnancy grant
Income support
+ many others I didn't list
So lets say for instance that comes to £600 a month in benefit, you'd have to pay them more than that to have the implant to make it worth their while.

I don't know how much it would cost, but when you think of all the time and money that it costs in terms of Doctors, Midwives, Benefits, Social Housing at the moment, even if it cost the same or a little more, it would be worth it.We are developing a seriously bottom heavy society. Just countering that phenomena would be worth paying the price. In my opinion, of course.
I believe that incentives are the only way to change behaviour, irrespective of how repugnant the said behaviour may be to you or I.

My assumption is that most teenage mothers don't really wish to be. May be a big flaw there.
