Anyone used PALS

Hi,
We're going to have to contact PALS today to try and get some sense into the treatment my partner has had at the hands of our local hospital.
Has anyone used this service?
Problem is a surgeon offering to operate or giving her the option to be referred to another clinic for a 'superior' operation.
She went for the referral only to be told 2 weeks later that there was no capacity to do it. It took another 2 weeks to get back in with the surgeon who now has told her he can't do it either.
Distressed isn't in it.
