I have noticed over the last few years that when I am not actively walking / moving, I get very cold feet. To the point where they are actually painful.
Thick socks seem to make things actually worse and when I take the socks off they are cold to touch. This year we moved house and it does seem worse, although this house is colder.
I've resorted to hot water bottles and of late a heated foot "bag", which seem to help, but as soon as I stop moving they start losing heat.
Anyone else had something similar?

Sounds like chillblains or the start of it.
I've now developed the affliction by getting it on my hands and on my toes in winter. I share your pain. Something to do with blood circulation to the body extremities. A GP can prescribe tablets that open up the blood vessels - Nifedipene. Actually prescribed to treat high blood pressure but can be taken by chillblain/raynaud sufferers for when in cold weather.

Are you taking or have a change of meds , some related to heart conditions can cause cold extremities , I suffer this and when I say cold extremities I mean all , even the old chap !
If so chat to your GP , sometimes these can be changed , but not as in my case , always .

Aside from the occasional blue inhaler, I'm not on any medication. Hands are a little chilly but not to the same extend as my feet. If so chat to your GP , sometimes these can be changed , but not as in my case , always .

1st sign of my vascular disease was cold feet and then hands (not so much) but I ignored it and 3 years later had stents and a couple angioplasties.
In fact I have a call booked tomorrow with my GP because my left foot is getting cold when I am not actively doing anything and concerned it has started to return again
do you get the "scrunched up sock feeling"

No nothing like that. Just very cold. It’s the opposite for me, as soon as I am moving, I’m fine, even just walking around a bit and all is good. Even in a motorbike in winter I’m fine. It’s just when sitting still at my desk.
I don’t have the best diet, but I exercise regularly, have a pretty good body make up and on the last health check up everything was where it should be cholesterol and blood pressure wise.

Before diagnosis a few years ago I initially had minor issues like yours but over the years they became more extreme (severe cramping to the point I couldn't walk more than a few yards) this had all been, more or less, resolved by stents and angioplasties but recently the foot in my stented leg has been exactly the same as yours i.e. cold when not active (watching telly or on my PC) but otherwise fine when moving about / walking.No nothing like that. Speaking from personal experience I think it may just be worth getting your pedal pulses and blood pressures checked in your feet / ankles although I had to wait 5 weeks for a GP phone call and now have an appointment next Tuesday to see her in person.
My cholesterol was / is ok but I am on statins as a precaution.
