Medical negligence?

A good friend of mine is in a bit of a conundrum about whether he should go down the medical negligence claim route.
Long story short, but I can ask if you need further details. Local doctors was busy and couldn't get an appointment so he took himself up to the local hospital complaining of a sore neck, doctor saw him and advised just a pulled muscle.
10 weeks later after still not improving he's x-rayed and found to have a broken neck, after 2 surgeries and metal implants he's on 8 weeks of bed rest and physio.
Opinions on whether do claim and if so are there any recommendations or just suffer in silence?

We need a bit more info, as someone said they are allowed to make mistakes. The test is whether the mistakes if there were any were ones that a competent professional with the same information would not be expected to make.
Whether harm was caused is irrelevant to deciding whether there is any fault (liability), but comes in if there is when deciding on damages.
Was there a history if some trauma that should have alerted them to X-ray ?
