Thyroid and anxiety

I'm really suffering with anxiety at the moment and seem to have for a long time. I've so far not had any luck getting treatment and 2 blood tests have shown a tsh of 1.3 then 0.84 after another test about a year later. Would these results indicate a thyroid issue? My mother has a thyroid issue do they tend to be hereditary?
