depends - do you mind walking the dog? does he want his dog back to keep him company while he's self isolating? if the answer is no and no, then keep it for 10 days.
if either answer is a yes, then go give it back. not really much risk to yourself of dropping the dog off IMO - tie dog to something solid close to the guys door, ie his door handle, ring the doorbell, retreat to a safe distance before he answers. if you're really worried, wear a mask and gloves the entire time you're in the vicinity of his house.
anyone delivering anything these days has a pretty good system in place - leave parcel on doorstep, ring doorbell. by the time i answer the door they're normally back in their van with the engine running, just about to set off to their next delivery.

Agreed, there’s no dilemma. If you have to enter the house, then the risk would increase considerably. However, if you wear PPE, don’t go anywhere near him/touch any items, and are in and out in seconds there’s no more risk than being in a supermarket - perhaps less.
You’re building it up too much because it’s a confirmed case.
The way I read it he’s already got his dog back, it’s just not going out for walks.

He can deal with things now. Assuming the guy isn’t on deaths door and he’s got a garden, it’ll get fed and watered and it’s got somewhere to take a s***. Just give him a call each day to check on him and you’ve done more than most neighbours would.
