eBay advice

Sold a few things recently and payal are now insisting I upgrade to a Business or Premier account in order to access my money, and they will then charge me for doing so. Also, I've been paid for something but apparently the person can still reverse the payment.

Any ideas? Why do I have to upgrade? Surely someone cannot reverse a payment?
