Planning is rightly sited as one key issue and certainly one that makes all UK construction more expensive, but there are structural issues with the industry - the main contractors being so reliant on short term resource, by over-use of sub-contractors, mean huge swathes of labour and equipment and hired and fired summarily and routinely. The UK construction market know only boom or bust. Hence no real long term planning or investment and, most damagingly, a declining work force.
