Apparently the scene is factually accurate from a real life event where a mobster executed a women using cut 'dub-dum' bullets that didn't have enough inertia to penetrate all the way through the skull. Her post-mortem should her head was held exactly in the way DeNiro does in that scene.

but in modern parlance a soft nosed bullet that fragments/expands on impact to cause even more damage - illegal IIRC
