i'm looking at booking a holiday to mexico for december 2009

is this a good or bad idea with this new virus outbreak.

my opinion is that by december everything will be fine and there will be nothing to worry about.

It should be absolutely fine by December.
I have a customer who is going to Florida instead of Cancun next month due to the outbreak, but most advice says it's fine to travel, just take sensible precautions!

What gave you that idea
