Booking a hotel that hasn't opened yet.....
Discussion
Would depend on where it is, which chain (assuming it is part of one) and how well priced compared to what's already built in the area.I've been looking at a newly built hotel in Northern Cyprus and the reviews are horrendous, poorly trained staff, unfinished bits around the site and total lack of organisation.
I'd probably give it a miss and book once it's been operating for a year.

Depends - I’d probably chance it
Time wise that’s likely long enough to iron out any initial teething problems .
If it’s a reputable chain even safer, I’ve gone into new hotels where I’ve “status” , booked initial opening deals in different cities. & left decent reviews which they appreciate.
