France - Tattoos - Cultural/Sporting Reference?

Not sure this is the right place but couldn't think of anywhere else to put it.

We are currently in France, staying in the Loire Valley.

I've noticed quite a few young people (mid 20s max) with tattoos above their elbow on the back of their arms of years - 1979 on the right arm I've seen quite a bit, and the waitress who served our lunch yesterday had 1977 on her left arm and 1979 on the right.

Clearly they are too young for those dates to be anything they have experienced so I'm guessing it's a cultural or sporting reference - anyone know what as it's really annoying me.

The waitress yesterday was the only person I've seen who would have been approachable to ask, but my French isn't good enough for that sort of conversation, and her English was marginally better than my French.

I might have skim read it wrongly, but the article suggests these campaigns were for a paedophile’s charter?
Removing the age of consent??

No idea. I just googled the years for France.
I think Leyorkie is more likely to be correct.

Yes, very disturbing. I believe something similar was happening here in the late 70's, early 80's. Certain Labour MP's and a former head of MI6 don't come out of this smelling of roses.

While all a bit creapy there were some arguments in the age of consent petition that held, let's call it philosophical merit. For example if the law can consider you criminally responsible for comitting a crime aged 13, so you have the maturity to know right from wrong/the consiquencies of your actions/should be able to resist pressure from peers and elders to do something you know is wrong why does the law not afford you the same maturity when it comes to sexual activity? But still overall sounds creepy and I think @leyorkie is probable on the right track with the origin of the tattoos smile
