Hotels in Paris

The Mrs is 40 in March and she's always wanted to go. I've been through it more than I've been in it so not really up to speed with where would be nice to stay. I've been looking and there's (unsurprisingly) literally thousands to choose from within a 5km radius of the centre - but I don't know where the nicer parts are.
Budget up to £250 a night and will probably be going midweek for 3 nights. Had a look on Air B&B but think she'd prefer a hotel in all honesty (and had a bad experience with hosts recently, so think she's been a bit put off those - rightly or wrongly).
I'm looking at taking her to the Moulin Rouge but any other recommendations on things to do (aside from the obvious Eiffel Tower, Arc de Triomphe etc.) would be welcomed.

Paris isn’t a cheap stay hotel wise, and room sizes are small. I think for a ‘wow’ place you’d be looking at double your budget.
Hence I would recommend this place which should be comfortably under.

For birthday dinner, Dersou. Go with the tasting menu and cocktail pairings.

The louvre is open until 9pm Wednesdays and Fridays which opens it up as a pre dinner activity.
I like walking cities at night when the crowds go. Montmarte is good for this. Funicular up, bar hop down.
le marais is a good place to wander during the obligatory day of birthday shopping

Great bit of Paris with plenty of bars/restaurants/shops nearby and slightly off the main tourist drag plus Jardin du Luxembourg which we prefer to the Tuileries - which is certainly worth a visit as well
We went a bit cheap and opted for the Ibis Paris Bastille, it was a small duplex room but perfectly acceptable and close to lots of nice places to eat and see. More functional than a place to celebrate.
The Père Lachaise Cemetery was an interesting diversion away from the main tourist area and 59 Rivoli was interesting if you're into art but also like feeling as if you've stumbled into a squat.
If you book early the Montparnasse Tower is a good place to get views of the city from above that include the tower as opposed to from it.

We stayed at the Okko Hotel next to Gare de L'Est train station a couple of years ago. The rooms are aren't the biggest but it was very clean, quiet and really central. Well under your budget.

Not a hotel rec but I was in Paris last week and noticed that the prices on Expedia's phone app were around 20% cheaper for some hotels than on the website.
Did my searching on the laptop and booked it through the app saved me a bit for zero extra work.
Also I would recommend staying in the Marais for a first trip. Montmartre (for Moulin Rouge) is lovely but for a first trip is just a touch too far outside the centre.
Things to do - Ateliers des Lumirres is good if you haven't been to one before and is close to the cemetery someone else mentioned.
Consider not going up the Eiffel tower unless this is on your wife's must do. Head to Jardins du Trocadéro on an evening instead for a great view of it and Sacre Cour during the day for a view over the whole city.

My favourite hotel in Paris is La Tamise on Rue d'Alger.

It's not super-luxury (though it is trés chic), and the rooms are tiny, but it is suitably classy and none-more-Parisien. And the location is perfect. And the staff are amazing.
At the approx budget you mentioned, it's hard to recommend anywhere else, except maybe the Maison Armance, operated by the same group, with arguably an even better (or equally good) location on Rue Cambon, and equally wonderful staff and ambience. You enter it via a private courtyard in between the designer boutiques, which is sort of cool and a bit fancy.
You can certainly do posher, or cheaper but those would be my picks FWIW.

Forgot to add: things to do recommendation difficult without knowing your tastes, but both those hotels are close by the Louvre if you fancy that, and Metro stations (Tuilleries or Place de la Concorde) so you can easily get more or less anywhere.
