Ba/CAA seating policy for accompanied children

From my understanding 'next to' means adjacent seat on the same row (could be across the aisle), or a seat in the row in front or behind. From my experience this seems to be how Easyjet allocate adults and kids, so I would assume that fully complies with CAA requirements.
Last summer I moved my family about to help a mum who had her very nervous daughter seated in the row in front of her - given her nervousness they should have paid for seats, but moving about made it a more enjoyable flight for everyone.
