We make it rather difficult for Russians or Iranians to come to the UK on holiday. Sanctions on travel aren’t that uncommon when countries have bad diplomatic relations. Back in the day both South Africa and Israel would stamp a separate piece of paper, not your passport, understanding that having their visas in your document could cause issues elsewhere.
Up until 2020 Israel passport holders weren’t allowed into Dubai or any of the UAE, but that never stopped hordes of tourists from elsewhere
