Or just do what I did for Le Mans Classic, and ignore the ULEZ in my 2.8i Capri Injection Special and give it a boot full in the tunnels. There's no cameras or anything, its purely down to if the police see you without the sticker on your windscreen. I dare say if one were so inclined, you could just stick a circle of primrose yellow paper in your top left corner of your windscreen and they wouldn't bat an eyelid, much less check if there were writing on it. Kind of like back when people used to put a beer mat in the road tax holder.

Except the police know full well that any old car won't be eligible for an exemption. A fake sticker might antagonise the police whereas they might let it slide for Le Mans weekend.Driving through Rouen is rubbish anyway. Via Pont de Brotonne is a great tip for avoiding Rouen and costs minimal time.

I did a Euro tour last year taking in Pamplona, Andorra, Avignon, Cannes, Monaco, Turin, through Switzerland, Stuttgart, Cologne, Antwerp, and many other places along the way. Many of them had ULEZ or congestion schemes. I paid no attention to any of them and I've yet to have an angry letter on my doormat. I'd likely use a different car for my next trip though, just in case.
There was a suggestion that they were going to add some cameras to enforce the zone, and it would be anyone's guess if a bill would ever make it through the letterbox of a British car owner that got caught.
The current signs announcing the zone are so small, almost unreadable when driving at the speed limit, that you could easily claim ignorance if stopped and charm your way out of a ticket.
Also, coming back from the 24 hours last year we followed some old Pug 406 diesel belching out black smoke all the way through Rouen, so obviously the locals don't care or don't know about the zone.
