Which airlines class a handbag as part of your luggage?
Discussion
EasyJet allow one small carry on item to be taken on board free so long as it’s within a certain size and has to fit under the seat in front of you. That’s always free and in addition to any carry on trolley type bag you choose to pay for. What was the problem - were they not allowing that?
I would expect all budget airlines to consider a handbag as an additional bag to your 1 small cabin bag for free and charge accordingly. If you want an airline with generous hand luggage rules then you need to only fly with airlines such as British Airways, Lufthansa etc.

Re-read the OP’s post - that sounds perfectly correct by the airline. The point of the small carry on bag allowance is to allow small handbags to be brought on without charge. If you bring a small bag in addition to the handbag then obviously you will get charged for that unless you pre-purchase additional allowance.
Easyjet give everyone a small underseat bag, just one. If you pay extra you get an cabin bag in the overhead locker in addition to the small underseat bag.
Thats what the rules have been for the flights I've taken this year. Easyjet send you an email a few days before your departure confirming what you've booked and what you can take onboard!

I always take a "handbag" (man bag with my large chromebook in it) which is crammed with my contact lenses, meds, phone, buds etc and I've never once been challenged or charged, and this is along with my small under seat bag, or a combo of all three - overhead, underseat and handbag. I've also taken a crash helmet with me and not been hassled.

I’ve been waiting to board an EasyJet flight before when they insisted everyone amalgamate their belongings into the one bag (or two if they’d paid for it). It was quite funny watching people trying to stuff handbags and duty free into their already overstuffed luggage. The staff weren’t messing around. They were getting a lot of grief but making a decent amount of money for the airline in the process.I always take a "handbag" (man bag with my large chromebook in it) which is crammed with my contact lenses, meds, phone, buds etc and I've never once been challenged or charged, and this is along with my small under seat bag, or a combo of all three - overhead, no underseat and handbag. Saw someone boarding a budget airline flight in South Africa with a motorcycle tyre as his hand luggage. The crew just laughed.

But then again, I don't ever travel peak times (no kids, and self employed and semi retired) so probably miss most of the aggro. Certainly never had issues with my shoulder bag.
I take a spare tyre with me on every flight. Never an issue, except with my belt.
